BJA Opens FY 2019 Grant Solicitations

The Bureau of Justice Assistance released grant solicitations for the fiscal year 2019 Adult Drug Court Discretionary Grant Program. Treatment court models eligible for funding include: adult drug courts, veterans treatment courts, DWI courts, tribal healing to wellness courts and co-occurring courts.
The grant program provides financial and technical assistance to states, state courts, local courts, units of local government and Native American tribal governments to implement and enhance treatment courts.
Grants are available in the following categories:
- Implementation: $500,000 for 48 months
- Enhancement: $500,000 for 36 months
- Statewide: A total of $2,000,000 for two subcategories of funding for 48 months
Implementation grant applicants may propose:
- To use funding for court operations and services; participant supervision, management and services; provision and coordination of recovery support services, including education, civil legal assistance, job training and placement, housing placement assistance, primary and behavioral health care, child care and other supportive services
- Veterans treatment courts may propose to either serve 1) type A - non-violent offenders or 2) type B – both non-violent and violent offenders. See page 5 of the solicitation for more information.
Enhancement grant applicants may propose:
- to use funding to scale up the treatment court program’s capacity;
- enhance court operations;
- expand or enhance court services;
- emprove the quality and/or intensity of services based on needs assessments.
Statewide grant applicants may request:
- Up to $500,000 to improve, enhance or expand treatment court services statewide by encouraging adherence to the evidence-based program principles included in the NADCP Best Practice Standards. Funds may also be used to develop or expand a state-based training and technical assistance program that supports the needs of treatment courts statewide.
- Up to $1,500,000 to financially support treatment courts in local or regional jurisdictions that do not currently operate with BJA Discretionary Grant Program funding. States are encouraged to propose funding for local or regional courts in a manner consistent with implementing one or more of the evidence-based principles included in the NADCP Best Practice Standards or similar state standards.
To review the solicitation, click here. BJA grants emphasize the integration of NADCP's Best Practice Standards into existing treatment court services. In addition, all applicants must demonstrate the court for which funds are sought does not deny eligible clients access because of their use of FDA-approved medications for the treatment of a substance use disorder (i.e. medication-assisted treatment).
